The importance of mill certificates and their application in heat treatment work shops

This paper discusses the history and development of inspection documents in accordance with international ISO standards, which date back to 1953. In the current context of the ongoing sanctions against the Russian Federation, the significance of inspection documents, or “Mill Certificates,” is increasing. The paper also addresses the question of who is authorised to issue an inspection document.
At present, the most commonly utilised standards are ISO 10474 and EN 10204. In hardening plants, it is common to encounter requests for the issuance of a type 2.1 inspection document solely based on the fulfilment of requirements for mechanical properties or chemical composition. This paper will explore why it is not permissible to issue these documents, even when all technical delivery conditions have been met.
The primary aim of this paper is to emphasise that the inspection document, in itself, does not provide definitive evidence of material quality, but it is essential that such a document is always issued.
